Are you sure your CDs are in good order (not scratched/dirty)? I managed to install the game on Win7 64-bit yesterday. Not using any compatibility modes. After installing the game no-cd crack is needed due to copy protection not compatible with XP/Vista/Win7. The game just works fine on Nvidia GTX460, the only problem I got is very slow sneak menu but I can live with that
I suggest to try to copy your CDs. If it fails then they are damaged. If you you manage to copy them you can mount CD images with Daemon Tools or similar program and then install the game.
