Uploading will be nomore than 10MB/min utilizing %99. 9 of the CPU. Downloads, however, are in the range of 200MB/min with minial CPU usage; %6.

Any insight as to what might be an issue?

Ha-Ha!! I would if I could... the problem is, this array is not under my administration. However, I am responsible for using it along side other duties.
