what did you want to download?

I could be a videocd. Try to open it with the mediaplayer.

or

.VCD Virtual Communications Driver
wich I have no idea what it is

or

.vcd application/x-cdlink
??? no idea

What size is the file?
Try open it in the notepad if it has a header like "MZk" or "RIFFRc WAVEfmt" this are the firs few characters of the file.

Maybe the format is similar to an ISO file? In order to check it out, you may need to burn it to a CD first.

I'd guess it is a file created with Virtual CD. That proggie creates images of CDs you can mount in a virtual CD-ROM drive. These files have the extension .VCD. I have a copy here I never use, mail me if you need it, I'd send it to you by snail mail.

The program that runs these is called Virtual Drive.
