I have all the requierments. . . direct x is good. . . but not the goddamn fucking c++ shit. . . a what in gods name is that?!! can someone help me?!!! please.

eeer can you explain more, like does an error message come up, what works what doesnt etc?
C++ is likely the language that TS2 was created in; I suspect by you receiving this message you either:
Have a conflicting MSVCRT dll in your system path
or
Have a corrupt installation/media
My first recommendation would be to try to uninstall and reinstall the game, making sure your CDs/DVD is free from scratches, dust, or fingerprints.
Also, does your CD/DVD drive read all other discs correctly?
