W2K wont Shutdown - Computer is in a "Restart Loop&quot

Hello all My m/b is Abit BF6 with latest bios. I have just done a clean full install of Windows 2000 - also, ACPI and PnP o/s were disabled in the bios - I did not want install ACPI so that I could control my IRQ allocations via BIOS.

My m/b is Abit BF6 with latest bios.
 
I have just done a clean full install of Windows 2000 [ using F5 during hardware inspection to disable ACPI ] - also, ACPI and PnP o/s were
disabled in the bios - I did not want install ACPI so that I could control my IRQ allocations via BIOS. This all went PERFECTLY - I was able to shutdown or restart the computer as I wished no problems at all.
 
Now, all of a sudden, a couple of days later, when I go to Start / Shutdown the computer, I get the "Windows is shutting down" message, but I then don't get the " It is now safe to turn of your computer" message - instead, the computer just automatically re-starts itself - I'm in a
shutdown / restart loop ?!?.
 
The only thing I did in the intervening period between when shutdown WAS working to when shutdown was NOT working, was to install some basic software - word, cd-r software etc.... NO hardware was added or changed.
 
Can anybody please tell me how to fix this ?
