I would recommend getting a full-fledged image editing program, such as adobe photoshop. Then you can have full flexibility in the design process, and then output it to gifs when you're finished...

Photoshop 6 works great for me. I have even used MS Photodraw with some success.

Photoshop 6 comes with ImageReady 3.0, i find it to be a very good program for creating animated gif's.

cool, cause thats what Ive been using at work so far, and its working great also.
