I know it might be tough but you need to use more comprehensible English...very few people where I work speak English and I can't even understand what you are asking.....

Apache as HTTP server and PHP. That's all programs you'll need.

If you skip over his mentioning Frontpage. I think you get to what he wants a program that writes PHP or ASP coding. Like Frontpage does for HTML.
