Win 2k - Routing And Remote Access

With a bit of luck someone out there will be able to shead a little light onto my problem, it is as follows.
I have a win2k server system, which i need to provide utilise to provide remote access into a network, and having done this before using win2k I thought this would not pose a significant problem, however i seem to have hit one. I do not seem to be able to configure the routing & remote access properties at all. On selecting the properties for my server (from the routeing and remote access mmc) i get presented with a message - "You do not have the required permisions to view the properties", this is when i am logged into the server as administrator ( or an administrator account ).
The services that routing & remote access rely's on are starteed, and as far as i can see there are no wierd sec policy's on the server?!
does anyone have any ideas?
