win 2k shutdown probs

I recently wiped my friends packard bell PC and installed win2k on it. Works ok. Doesn't support ACPI, dunno why as the bios has ACPI options in it, doesn't matter though as hibernate still works. The main problem is my friends packard bell keyboard has a power button on it which on the pre installed win98 he used ...

I recently wiped my friends packard bell PC and installed win2k on it. Works ok. Doesn't support ACPI, dunno why as the bios has ACPI options in it, doesn't matter though as hibernate still works. The main problem is my friends packard bell keyboard has a power button on it which on the pre installed win98 he used to run would shut down the PC. In windows 2000 however it shutsdown but leaves a message saying it is now safe to turn off the computer instead of cutting the power supply.
 
Aha - ACPI problem I hear you say, or non ATX board.
 
Well it is a ATX board, and If I select Shutdown from the menu it powers off fine.

You'll need to enable Advanced Power Management (APM)
Display Properties->Screen Saver->Power

yep tried that one already.
If I shutdown using the keyboard button - it won't power off
If I shutdown via the startmenu it will.
