I would suspect that it is a video card/driver problem as the game runs flawlessly for me.
Make sure you have the latest drivers, and for any reasonable performance on a system of that spec, I'm afraid you are going to have to turn down most of the detail.
Do things look normal if you launch the Giants Safe-Mode shortcut?
