win2k not _really_ restarting/shutting down

This is a discussion about win2k not _really_ restarting/shutting down in the Windows Hardware category; i recently reformatted my hard drives and started anew with my system. i changed some of the physical configuration within my box, as well as reinstalling everything, so i'm not sure where this problem lies, and i'm hoping someone can pointme in one direction or another.

i recently reformatted my hard drives and started anew with my system. i changed some of the physical configuration within my box, as well as reinstalling everything, so i'm not sure where this problem lies, and i'm hoping someone can pointme in one direction or another.
Now, when i try to shut down my computer in the normal way from within windows, it seems to do everything right, and from listening to my computer some of the hardware (i guess the hard drives) in the box shuts down, but the fan on the power supply is still running and maybe (i didn't check this) the fan on the processor too. The screen has gone dark, but the monitor doesn't go into power save mode.
When i try to restart the computer, it does almost the same thing, except none of the hardware shuts down at all.
Is this a windows thing? Or might i have bumped like the power or reset cords from the box to the mobo or something?
Any ideas?
