Windows XP stuck in win 95 mode
I have windows XP with SP2 and all updates. Recently when I went to install the new version of Quicken I get a messagebox about needing a higher version of windows then I currently have. I also went to re-install norton anti-virus and I recieved a similiar message.

I set both programs setup file with windows 2000 campatibility mode, and I still recieve the error. I ran these files with no compatibility and it should have worked.
I started tracing my norton setup with ollydebug, to see if I could see what was happening, and when it get's to getversionexa, it jumps to aclayers.dll file. I believe this is to set the compatibility mode for the programs we run, and it was returning win95. I could fake the return value to get norton to install, but I can't think of any solution to making the computer do it on it's own.
I'm lost on what to do to fix this.
