Windows XP taskbar changes on powerup or reboot

I recently installed Windows XP Pro on my machine. Whenever I powerup my machine or even do a reboot, the taskbar is not normal it is gray, and plain. Usually the start button is green with the windows logo, and the bar is blue, etc.

Can anyone tell me why this is happening, and what I can do to fix it?

did u upgrade to xp from 98 or me? if you did u might have some mixing issues. I thats the case your better off to do a clean install. Be sure to use the format /u c:\ command to delete everything. I reformatted with just format c:\ from ME back to 98 and some features from ME stayed.

I had windows 2000 professional. When I started the install process I was asked if I wanted to dual-boot or reformat. I selected to reformat that partition of my hard drive. It wiped everything out on my C drive. I am guessing that it was a clean install, since I didnt actually upgrade.
 
Any other ideas? Thanks!
