XP's “New Program Installed" bubble

This is a discussion about XP's “New Program Installed" bubble in the Windows Software category; I am not asking how to turn this off; I have a deeper question. If I did not install any software and I am not connected to the internet (thus no automatic program in installations are possible) why should I keep getting this balloon notification? I rarely do I connect to Internet.

I am not asking how to turn this off; I have a deeper question. If I did not install any software and I am not connected to the internet (thus no automatic program in installations are possible) why should I keep getting this balloon notification? I rarely do I connect to Internet. All I have done is a use an imaging program and manipulate images. I have run Spybot (not connected to Internet) and in the past have run Housecall (when connected to internet). Still nothing odd shows up. Do some XP programs regenerate themselves and are not considers problems? There must be something about XP that I do not understand because this does not make sense to me? WHose is installing software on my computer - the OS? I have not installed AOL and I use straight ole IE when I “rarely†connect to Internet. I want to know what is actually going on here???
