Microsoft and online film service CinemaNow on Monday plan to announce technology aimed at simplifying the creation of Web-based video-on-demand networks.
Marina Del Rey, Calif.-based CinemaNow said the application, dubbed PatchBay, can be licensed to distributors who want the necessary ingredients to manage a Web-based video-on-demand service, including content distribution, digital rights protection, targeted advertising, as well as pay-per-view and subscription services.

DeltaThree said Monday that it is in the final stages of negotiating a deal for software leader Microsoft to deliver Internet telephone services to consumers via Microsoft Messenger.
In a filing with the Securities and Exchange Commission, DeltaThree said it believes its services will be made available to the public through Microsoft's instant-messaging service in the fourth quarter of fiscal 2001, and the agreement should be finalized in the next several weeks.

For some Microsoft customers, it's paying as much as 107 percent more for the software they buy in volume.
As previously reported by CNET News.com, Microsoft on Oct. 1 will dramatically change how it licenses software to its largest customers. That change will drive up what they pay for products such as Office XP or Windows 2000 between 33 percent and 107 percent, according to market researcher Gartner.

Chipmaker Intel has filed a patent-infringement lawsuit against Via Technologies and will seek to have Via's new Pentium 4 chipsets pulled off the market.
Santa Clara, Calif.-based Intel on Friday filed suit in U.S. District Court in Delaware. The lawsuit alleges that Via's P4X266 and P4M266 chipsets, which were released earlier this month, infringe on five Intel patents. S3, a former graphics chip powerhouse that is working with Via on the chipsets, was also named as a defendant.

Microsoft's recently released Internet Explorer 6 has taken 2.4 percent of the browser market, quickly closing in on AOL Time Warner's Netscape 6, according to a new study.
IE 6, released Aug. 27, showed a fast adoption rate in the week after its launch, StatMarket, a division of audience measurement service WebSideStory, said Wednesday. StatMarket would not release the figures for Netscape 6, but it said that the browser was used by less than 2.5 percent of Internet users worldwide in its first week.

The European Commission has informed Microsoft Corp. that it believes that the US software company may have violated European antitrust rules by using illegal practices to extend its dominant position in the market for personal computer operating systems into the market for low-end server operating systems. Low-end server systems are cheaper servers usually used as file and print servers as well as Web servers. In a Statement of Objections, the Commission also alleges that Microsoft is illegally tying its Media Player product with its dominant Windows operating system. This Statement of Objections supplements one sent to the company a year ago and adds a new dimension to the Commission's concerns that Microsoft's actions may harm innovation and restrict choice for consumers. A Statement of Objections is a formal step in European antitrust proceedings which does not prejudge the final outcome.

Hewlett-Packard will soon announce two handheld computers that run Microsoft's upcoming Merlin operating system, CNET News.com has learned.
Sources also said Microsoft will announce the new handheld OS on Sept. 6 and officially call it Pocket PC 2002.
The new handhelds will be part of HP's Jornada 560 series, the sources said. One will come with 32MB of memory and the other with 64MB. Both devices will use Intel's StrongARM SA-1110 processor and will have active-matrix screens that can display 16-bit color.
