As of yesterday morning they have now blocked all OUTBOUND SMTP services. Previously they only blocked INBOUND SMTP which was no big deal as I don't run a mail server at my house. If you have an email account from someone other than Cox you can no longer send out but you can receive your email.
There is a fix though:
First find your SMTP server for your part of the country:
http://support.cox.net/custsup/email/POP_SMTP_settings.shtml
Then change your SMTP server for the non-Cox accounts to the SMTP server for Cox in your area. No authentication is required for this setting. Since your reply to address will still be the non-Cox email address any emails the person you're sending to will reply to the correct email account.
Hope this helps the MANY Cox customers nationwide send their Yahoo, MSN and various other POP3/SMTP emails.
