Microsoft has released an update for Windows 10, version 1607 and Windows Server 2016 to address an update issue.

KB5001740: Update for Windows 10, version 1607 and Windows Server 2016 to remediate x64-based devices that are not making progress installing Cumulative Update

After installing the Servicing Stack Update (SSU) KB4601392 (no longer available), installation of the Cumulative Update from Windows Update might not progress past 24-percent.

This update installs Service Stack Update KB5001402 (dated April 13, 2021) and installs it by using Deployment Image Servicing and Management (DISM).

You must restart your device to complete the installation. You should then be able to install the latest Cumulative Update from Windows Update.
