On Monday, Microsoft plans to kick off the Cellular Telecommunications and Internet Association (CTIA) conference in New Orleans by announcing the addition of another wireless device maker, Waterloo, Ontario-based Research In Motion, to the list of those developing phones using its advanced phone software.
