Microsoft has released Windows 11 development environment virtual machines with Windows 11 Enterprise (evalution), Windows 10 SDK,  Visual Studio 2019,  Visual Studio Code, Windows subsystem for Linux, developer mode, and Windows terminal for VMWare, Hyper-V, VirtualBox, and Parallels.
